Creates a StartRequest with default values.
Parameters
- emitStartConversationEvent: boolean = true
  Whether to emit a start conversation event. Defaults to true.

  Optional locale for the conversation.

  Optional conversation ID.
Returns StartRequest
A new StartRequest object.
