## Two datasets — use the right one

- **`changes[]` — what actually moved.** Only pages/items that changed since the prior scan. This is the list to answer "what changed recently?" Each entry has `date, product, area, title, change, changeType, before, after, severity, url, kind, tags`.
- **`catalog[]` — current state for grounding.** The current ms.date/status + url of every tracked page/item. Use this to answer "what is the current guidance/status/source for X?" Do NOT treat catalog rows as changes.

Branch deterministically on `changeType` (no NLP needed): `revised` (routine date/body move), `silent-edit` (body changed, published date did NOT — high-stakes), `structure-change` (section added/removed), `new-page`, `status-changed` (roadmap/MC transition), `item-added`, `post-added`, `desc-updated`. Severity is `major` or `minor`. Filter by `tags` for topic retrieval (top tags: github-copilot, model, agent, copilot-credits, licensing, analytics, api, teams, adoption, admin-center, dashboard, ga, usage-based-billing, copilot-chat, preview, budget, openai, worldwide, copilot-studio, in-development).
