This driver can be a stand in for IdentityAndAuthManager, which requires RngLib, to allow FrontPage development if RngLib is not yet functional.

Unit Testing

With further development, this "Null" driver could be an effective stub for IdentityAndAuthManager, allowing detailed unit testing of DFCI.
