Operational Excellence Data Model


The Operational Excellence module provides a structured framework for managing incidents, inspections, exercises, readiness assessments, findings, recommendations, and personnel-reported operational impacts within a single governance model. It supports reactive scenarios such as investigating service disruptions or operational failures, as well as proactive activities like conducting inspections, running training exercises, and evaluating mission or go-live readiness. The module centralizes identified findings and recommended actions to ensure issues are tracked to resolution, while also capturing bottom-up operational impact submissions to highlight improvements and efficiencies. It is designed for cross-industry use cases including public sector oversight and emergency preparedness, healthcare and manufacturing quality management, corporate operational governance, program readiness validation, and continuous improvement initiatives.

Operational Incident

Represents an unplanned operational disruption, failure, or adverse event that impacts services, assets, programs, personnel, or mission execution.

Operational Item

Represents a facility, asset, program, process, site, or other entity subject to inspection, evaluation, or operational oversight.

Operational Inspection

Represents a structured evaluation or review of an Operational Item to assess compliance, condition, performance, or adherence to standards or requirements.

Operational Event

Represents a planned proactive operational activity such as an exercise, drill, workshop, or structured operational test conducted to evaluate performance, coordination, or capability.

Operational Event Objective

Defines a specific objective or capability that an Operational Event intends to test, validate, or achieve. Used to measure whether the event met its intended purpose.

Operational Event Outcome

Captures the results of an Operational Event, including whether objectives were met, performance observations, metrics achieved, and summary conclusions.

Operational Event Participant

Identifies individuals, teams, or organizations involved in an Operational Event, including their role (e.g., participant, evaluator, facilitator, observer).

Operational Readiness Assessment

Represents a formal evaluation of whether an organization, unit, facility, program, or capability is prepared to perform its intended mission or function during a specified period.

Operational Finding

Represents a deficiency, gap, issue, observation, or lesson identified during an Incident, Inspection, Operational Event, or Readiness Assessment. Findings typically require review and potential corrective action.

Operational Recommendation

Represents a proposed corrective, preventive, or improvement action developed in response to an Operational Finding. Recommendations may result in formal action items and tracked remediation efforts.

Operational Impact

Captures reported operational contributions, improvements, cost savings, efficiencies, or risk reductions submitted by personnel. Used to track bottom-up operational impact and improvement signals.
