Overview

Microsoft Purview Communication Compliance provides policy-based monitoring that detects regulatory violations, code of conduct breaches, and inappropriate content in organizational communications. The Communication Compliance policy for Copilot interactions extends this monitoring to the prompts users send to Microsoft 365 Copilot and the responses Copilot returns. This is important because Copilot interactions are a communication channel where users may inadvertently or intentionally generate content that violates organizational policies — including requests for content that violates harassment policies, attempts to generate misleading financial statements, or prompts that reveal confidential information in contexts where it should not appear.

Configuring this policy means creating a Communication Compliance policy scoped to the Microsoft 365 Copilot location, selecting the appropriate detection classifiers (such as regulatory compliance, threat, discrimination, or corporate sabotage classifiers), and assigning reviewers who will investigate flagged interactions. The detection classifiers are machine learning models trained to identify specific types of policy-violating content, and they evaluate both the user's prompt and Copilot's response. When a classifier flags an interaction, it appears in the Communication Compliance review queue with full context — the prompt, the response, the user identity, and the timestamp — so reviewers can determine whether the interaction represents a genuine policy violation or a false positive.

This task supports Assume Breach by providing a detection mechanism for misuse of AI capabilities. A compromised account or a malicious insider using Copilot to generate harmful content, extract sensitive information through crafted prompts, or produce content that violates regulatory requirements generates telemetry that Communication Compliance policies can catch. Without this monitoring, these interactions are invisible to compliance teams because they occur within the Copilot interface rather than in email or chat, which are the traditional Communication Compliance monitoring locations. The task also supports Verify Explicitly by applying the same compliance standards to AI-generated content that the organization applies to human-authored communications. An organization that monitors email and Teams messages for regulatory compliance but does not monitor Copilot interactions has an unmonitored communication channel that bypasses its compliance controls.

Organizations that do not configure Communication Compliance for Copilot interactions have a blind spot in their compliance monitoring. As Copilot adoption grows, the volume of AI-mediated communication increases, and the percentage of organizational communication occurring through unmonitored channels grows proportionally. In regulated industries, this gap can result in undetected violations that surface during audits or enforcement actions.
