We’re excited to announce the HR Benefits module β€” a starter kit for managing employee benefit plans, enrollment, life events, and cost administration with comprehensive benefits lifecycle support.

What is the HR Benefits Module?

The HR Benefits module provides structured data capture for managing benefit offerings from plan design through enrollment and financial administration. It enables organizations to define benefit plans with options and coverage levels, manage provider relationships, configure eligibility rules and waiting periods, administer enrollment periods for open enrollment and new hires, process enrollments with beneficiary designations, handle qualifying life event changes, manage contribution rates and cost allocations, integrate with payroll through deduction codes, and process benefit claims with full audit trails and compliance support.

Key capabilities include:

  • Benefit Plan Management – Define plans (medical, dental, vision, life, disability, retirement, HSA, FSA, wellness) with options, coverage levels, providers, and regulatory compliance references
  • Provider Administration – Manage relationships with insurance carriers, third-party administrators, retirement boards, and self-insured arrangements with service agreements
  • Eligibility Configuration – Establish rules based on employment type, pay grade, personnel type, service duration, location, or bargaining unit with waiting period enforcement
  • Enrollment Period Management – Define windows for open enrollment, new hire enrollment, special enrollment, and annual enrollment with deadlines and eligible populations
  • Benefit Enrollment – Process individual enrollments with plan selections, options, coverage levels, effective dates, waiver tracking, and deduction code assignments
  • Election and Beneficiary Management – Capture detailed elections for optional coverages and maintain beneficiary designations with allocation percentages and priority sequencing
  • Life Event Processing – Document qualifying events (marriage, birth, divorce, loss of coverage) with approval workflows and track resulting enrollment changes

This initial release (v1.1.0.0) provides the foundational data model:

  • 17 entities providing comprehensive benefits administration from plan design through claims
  • Integration with Core module for persons, organization units, agreements, legal authorities, compliance frameworks, documents, personnel types, and pay grades

Forms and views for benefit administration, enrollment processing, life event management, and cost tracking will be available in an upcoming release. The module provides implementors with a baseline data structure that can be customized for public sector benefits programs, commercial HR departments, retirement systems, health plan administration, and benefits consulting firms.

Getting Started

The HR Benefits module is available in the FAST Modules Repository under the MIT license. It requires the Core module as a foundation.
