Weβre excited to announce the Operational Excellence module β a unified framework for managing incidents, inspections, exercises, readiness assessments, findings, and operational impacts.
What is the Operational Excellence Module?
The Operational Excellence module provides structured governance for both reactive incident response and proactive capability development. It enables organizations to investigate and resolve operational disruptions, conduct structured inspections and compliance evaluations, execute training exercises and capability tests, assess mission and program readiness, track findings and recommendations to closure, and capture bottom-up operational improvements and efficiencies.
Key capabilities include:
- Incident Management β Document unplanned operational disruptions, failures, or adverse events impacting services, assets, programs, or personnel with investigation and resolution tracking
- Operational Item Registry β Maintain inventory of facilities, assets, programs, processes, sites, or other entities subject to inspection, evaluation, or oversight with hierarchical organization
- Inspection Management β Conduct structured evaluations of operational items to assess compliance, condition, performance, or adherence to standards with inspector assignment and documentation
- Exercise and Event Coordination β Plan and execute operational exercises, drills, workshops, and capability tests to evaluate performance and coordination
- Event Objectives and Outcomes β Define specific capabilities or outcomes to test during events and capture whether objectives were met with performance observations
- Participant Tracking β Document individuals, teams, or organizations involved in operational events including their roles as participants, evaluators, facilitators, or observers
- Readiness Assessments β Formally evaluate whether organizations, units, facilities, programs, or capabilities are prepared to perform their intended mission or function
- Findings Documentation β Record deficiencies, gaps, issues, observations, or lessons learned across incidents, inspections, events, and assessments with categorization and severity
- Recommendation Management β Propose and track corrective, preventive, or improvement actions in response to findings with implementation status and ownership
- Operational Impact Reporting β Capture personnel-reported contributions, cost savings, efficiencies, or risk reductions to highlight bottom-up improvement signals
- Compliance Integration β Link inspections, findings, and operational items to compliance frameworks, regulatory requirements, and legal authorities
- After Action Review β Connect incidents and operational events to formal after action reports for comprehensive post-event analysis
Whatβs Included
This initial release (v1.1.0.0) provides the foundational data model:
- 11 entities providing comprehensive operational governance, quality management, incident response, inspection management, and continuous improvement capabilities
- Integration with Core module for persons, organization units, locations, action items, risk items, after action reports, compliance frameworks, compliance requirements, legal authorities, and documents
Forms and views for incident tracking, inspection coordination, exercise planning, readiness evaluation, and finding management will be available in an upcoming release. The module provides implementors with a baseline data structure that can be customized for public sector oversight programs, emergency management agencies, healthcare quality departments, manufacturing operations teams, corporate operational governance, and continuous improvement initiatives.
Getting Started
The Operational Excellence module is available in the FAST Modules Repository under the MIT license. It requires the Core module as a foundation.
