What's new in October 2026v15

In October, open data added a new Instance size flexibility dataset sourced from the Azure Reservations Catalogs API, replacing the deprecated ISF ratio files, fixed the commitment discount eligibility dataset refresh and its spend and usage columns, and corrected instance size flexibility ratios and region coverage.
